With the implementation of the new Enterprise Income Tax Law as of 1 January 2008, the identification criterion of the high and new technology enterprise (“HNTE”) was substantially amended. Up to 31 December 2011, about 20,000 enterprises had obtained the HNTE qualification certificate under the new identification criterion, while the amount of the HNTEs was about 56,000 before 2008. Along with the recovery of the HNTEs, there is some abnormal development trend in the course of the identification of HNTEs.
